No matter how much you try to manifest unilateral control of the situation, the law is actually quite clear that secession won't happen without a constitutional amendment requiring consent from (minimum) 7 provinces.

Parliament can control the risk of 5M people on our doorstep with mobility rights, voting rights and social program access. This is why the Clarity Act paragraph exists and why the govt would move to terminate citizenship.
