Strong Condemnation against the destruction of Chatric bridge by Kuki Narco-Terrorists and Assam Rifles
Khanuithot-Khon (Voice of the Naga Youth) in the strongest term, condemns the destruction of the only alternate lifeline bridge connecting Ukhrul - Imphal via Chatric Village, carried out by Kuki narco-terrorists with assistance from the personnel of Assam Rifles on the night of 21 st July 2026 at around 10:30PM.

For the past five months, the people of Ukhrul and Kamjong Districts have endured immense hardship as unrestricted movement along National Highway-202 remained severely affected. Instead of restoring unhindered civilian access to this vital national highway, the authorities continued to regulate movement under armed escort and within designated time windows, compelling thousands of civilians to depend on the alternate route via Chatric Village as their only practical means of accessing healthcare, education, markets, government services, employment, and emergency assistance.

The primary duty of every security force is to protect the lives, dignity, and fundamental rights of civilians. Actions that render essential public infrastructure unusable without authorization and colluding with armed kuki-narco terrorists, cannot be reconciled with this responsibility. Such measures not only disrupt the daily lives of innocent citizens but also undermine public confidence in the institutions entrusted with maintaining peace, security, and the rule of law.

The people of Ukhrul and Kamjong have consistently exercised patience and restraint despite prolonged restrictions on their freedom of movement. Rather than facilitating normalcy and restoring public confidence, the destruction of this bridge has deepened the humanitarian crisis and further alienated communities already bearing the consequences of an unresolved conflict.

Khanuithot-Khon therefore demands that the Government of Manipur and all competent State authorities take immediate and decisive action by:

Instituting an immediate judicial or independent investigation into the destruction of the Chatric Bridge to establish the facts and identify every individual responsible.

Registering appropriate criminal cases against all Kuki narco-terrorists and Assam Rifles personnel found to have participated in or authorized the unlawful destruction of essential civilian infrastructure, and ensuring that they are prosecuted in accordance with the law.

Immediately suspending from active duty all personnel found to be directly involved, pending the outcome of the investigation, and terminating the services of those found guilty through due legal and disciplinary processes.

Restoring the destroyed bridge on a war footing and ensuring uninterrupted civilian access to the affected areas without further delay.

Khanuithot-Khon stands firmly with the people of Ukhrul and Kamjong and demands immediate and decisive action from the Government of Manipur. We warn that any attempt to shield the perpetrators or delay justice will only deepen public mistrust and erode confidence in the rule of law. The destruction of infrastructure essential to civilian life cannot be normalized or justified under any circumstance.

⚡The Kukis: Historical Migration and Resettlement

—The Kukis are a migratory race consisting of several tribes who have long been moving upward from the South. They were first recognized by the name "Kukis" in Manipur between 1830 and 1840, although tribes of the same stock had long been subject to the Raja of Manipur. These new immigrants began to cause anxiety around the year 1845, soon pouring into the hill tracts of Manipur in such numbers that they displaced many of the older inhabitants.

Fortunately, the Political Agent at the time —Lieutenant (later Colonel) McCulloch was well-equipped to handle the situation. Cool and resolute, he immediately recognized and faced the difficulty. In those days, internal conflicts left Manipur powerless to act, prompting Raja Nara Singh to gladly hand over the management of the new arrivals to him.

—Recognizing that the Kukis had been driven northward by kindred but more powerful tribes, and that their primary objective was to secure land for cultivation, McCulloch settled them down as they arrived. He allotted them lands in various locations according to their numbers, strategically placing them where their presence would be useful on exposed frontiers. He advanced them large sums from his own pocket and assigned distinct duties to each Chief's followers. Some were formed into irregular troops, while others were tasked with carrying loads according to the customs of the state.

—Consequently, over time, thousands of fierce Kukis were settled as peaceful subjects of Manipur, with— "Colonel. McCulloch" retaining supreme control over them until the end. So great was his influence that he only had to send round his silver-mounted dao (a Burmese sword) as a kind of fiery cross to instantly summon all able-bodied men.

👮Colonel McCulloch's policy of planting Kuki settlements on exposed frontiers induced the Government of Bengal to try a similar experiment. In 1855, a large colony of Kukis was settled in the neighborhood of Langting to act as a barrier for North Cachar against the raids of the Angami Nagas. The experiment succeeded to a certain extent, and it would have yielded better results had the administration been less timid. The Kukis are strictly monarchical, and their Chiefs are absolutely despotic, holding the power to murder or sell their subjects into slavery without a murmur of dissent.

📍Their original home cannot be ascertained with certainty, though traces of them appear as far South as the Malay Peninsula. They are readily distinguishable from the Nagas and are considered braver men. Their women are often very fair and wear their hair in a long, thick plait down the back. The men are mostly copper-colored and frequently possess sharp features.

📚Historical Status and Indigenous Claims
From the writings of Political Agent Sir. James Johnston, it is evident that the Kukis were regarded as foreigners, immigrants, and refugees. Up until the reign of "Maharaja—Nara Singh" and shortly thereafter, very few Kukis had settled as recognized citizens or bona-fide refugees of Manipur.

The premise of them being an indigenous tribe of Manipur remains a subject of intense historical dispute, with critics arguing that they do not historically qualify as an indigenous Scheduled Tribe of India. Outside of the Kuki community itself, contemporary historical observers maintained that they were late entrants. The following documentation is frequently cited to endorse these facts:

🔸(a) T.H. Lewin (1870): In Wild Races of the Eastern Frontier of India, Lewin described the Kukis on the Chittagong side as people who lived in the interior parts of the hills, did not use firearms, and went unclothed.

A truck driver carrying essentials recently reported experiencing illegal extortion by extremist groups while traveling the 200 km route from Jiribam to Imphal where he ended up pay ₹25,000.
—While he did not identify all the groups involved, he specifically noted that Kuki extremists charged six thousand rupees per vehicle. 🔸(A)Operation are to conduct only in the areas declared as "disturbed" under Section 3 of the Act. — "TM KASOM and SHARKAPHUNG villages are NOT disturbed areas. It is LITAN."

🔸(C) Before launching any raid/search, definite information about the activity to be obtained from the local civil authorities—" As per the local testimony, no prior information was given to the Village Authority, nor to the Police and the CRPF station in those areas. "

🔸(D) As far as possible co-opt representative of local civil administration during the raid — "No civil administration were incorporated."

🔸(B) Arrest only those who have committed cognizable offence or who are about to commit cognizable offence or against whom a objectionable ground exist to prove that they have committed or are about to commit cognizable offence — "The 4 arrested were innocent civilians who where just nominated as a Village's guards."

(C)-(During the operation) Ensure that troop under command do not harass innocent people, destroy property of the public or un-necessarily enter into the house/dwelling of people not connected with any unlawful activities.— "The government school and many houses were broken and ransacked."

🔸(B)-(After the operation) Hand over the arrested person to the nearest police station with least possible delay (within 24 hours) — "The 4 arrested were handed over to Porompat Police Station instead of the nearest Police Station - Litan."

🔸(1) Do not keep a person under custody for any period longer than the bare necessary for handing over to the nearest police station — "Well, it has been more than two days that the 4 arrested persons are in the custody."

Subject: Memorandum Seeking an Immediate Investigation and Strengthening of Security Following the Arson Incident at Kanto Sabal, Leimakhong, on 11 July 2026.

Respected Sir,

The Foothills Naga Coordination Committee (FNCC) respectfully submits this memorandum to draw the attention of the Ministry of Home Affairs to the unfortunate arson incident that occurred on 11 July 2026 at Kanto Sabal, Leimakhong, in which three residential houses were completely reduced to ashes.

The incident occurred immediately outside the gate of the Headquarters of the 57 Mountain Division of the Indian Army, an area under significant security presence. The occurrence of such an incident in close proximity to a major military establishment has caused widespread concern and apprehension among the local population.

The people of the region have always placed their trust and confidence in the Indian Armed Forces and other security agencies as guardians of peace, national security, and the safety of civilians. Therefore, the occurrence of such a serious incident has naturally raised concerns regarding the adequacy of the existing security arrangements and the effectiveness of coordination among the agencies responsible for maintaining law and order.

The FNCC believes that a prompt, transparent, and impartial investigation is essential not only to establish the facts and bring the perpetrators to justice but also to preserve and reinforce public confidence in the institutions responsible for ensuring peace and security. If incidents of this nature continue to occur in areas under significant security presence without timely accountability and effective preventive measures, there is a genuine risk that the general public may gradually lose confidence in the security forces. Such an erosion of public trust could undermine the cooperative relationship between the people and the security agencies, which is essential for maintaining lasting peace, stability, and the rule of law.

In view of the foregoing, the Foothills Naga Coordination Committee respectfully requests the Government of India to:

Order an immediate, impartial, and time-bound investigation into the arson incident of 11 July 2026.

Identify and prosecute all those responsible in accordance with the law.

Review and strengthen security arrangements in and around Kanto Sabal and Leimakhong to prevent similar incidents.

Conduct a comprehensive review of any security lapses and implement appropriate corrective measures.

Enhance coordination among the Indian Army, Central Armed Police Forces, and the Manipur Police.

Provide appropriate relief and rehabilitation to the affected families.

The FNCC firmly believes that swift and decisive action by the Government of India will ensure accountability, restore public confidence, and reaffirm the Government's unwavering commitment to the safety and security of every citizen.

We earnestly request your kind intervention and appropriate action in the interest of justice, public confidence, and lasting peace.

Subject: Urgent request for strengthening of Litan Police Station to ensure effective law and order in the conflict-affected area

Hon'ble Sir,

The National People's Women Front (NPWF), National People's Party (NPP), Manipur State Unit, wishes to draw your urgent attention to the prevailing security situation in and around Litan under Ukhrul district.

A recent field assessment conducted by representatives of the National People's Party, including a visit to Litan and its surrounding areas, revealed the significant challenges confronting law enforcement agencies operating in this conflict-affected region. Based on our on-ground observations, it is evident that Litan Police Station continues to function under extremely demanding circumstances despite the difficult security environment.

The area has witnessed repeated incidents of inter-community violence, destruction of property, armed confrontation, and prolonged tensions over the past several months. Considering the strategic importance of the police station in maintaining peace and responding to emergencies, our assessment indicates that immediate strengthening of its infrastructure and operational capacity is necessary.

Among the urgent requirements observed are:

Construction of a strong and secure perimeter protection wall around the police station.

Installation of additional defensive and surveillance infrastructure to enhance the safety of police personnel and the public.

Deployment of additional experienced police officers and adequately trained security personnel to reinforce the existing strength.

Provision of improved communication equipment, vehicles, protective gear, and other operational resources necessary for policing in a conflict-sensitive environment.

Strengthening of accommodation and logistical facilities to enable sustained deployment of personnel.

The police remain the first line of defense for ordinary citizens irrespective of community or ethnicity. In a sensitive area such as Litan, a well-equipped and adequately staffed police station is essential not only for maintaining law and order but also for building public confidence, preventing escalation of violence, responding swiftly to emergencies, and facilitating peace-building efforts.

Strengthening Litan Police Station will serve the interests of every community residing in the area and reinforce the Government's commitment to ensuring impartial, professional, and effective policing.

We therefore earnestly request your good office to treat this matter with the utmost urgency and issue appropriate directions for immediate assessment and upgradation of Litan Police Station, including the provision of necessary infrastructure, additional manpower, and operational support.

We remain confident that your timely intervention will significantly contribute towards safeguarding lives, restoring public confidence, and strengthening peace in the region.

⚡Who Will be Held Accountable?

During a combing operation at a primary school in Sharkaphung (Naga Village) central security forces allegedly broke locks and damaged classroom doors, school property, books, and other educational materials.

Schools are meant to be safe spaces for children, not places left damaged after security operations. If these reports are accurate, those responsible should be held accountable and the school should be restored without delay.

Respect for security forces is built not only through their sacrifices, but also through professionalism, discipline, and respect for civilian institutions.

An underage 🔞 Kuki child.

Instead of slinging a backpack over his small shoulders, young Leo hoisted a heavy, cold rifle. The bright chalkboards and playground laughter of a normal childhood were traded for muddy trenches and the deafening roar of mortar fire. His tiny hands, meant for pencils, now held the weight of war. 😟

Yet, for Kuki Army, this is the new normal.
In contrast, Naga Army maintains Zero tolerance to this nature.

⚡Nemcha Kipgen is working work from home, yet doing everything in her power to ensure Kuki community get the maximum benefit from her position.

On the other hand, the Naga Deputy CM Losii Dikho is almost the opposite. Instead, he has become one of the most silent politicians in history. I have never seen him speak up strongly about the violence except for the 6 Naga killed by the Kukis.

Many MLAs and politicians in the ruling government remain silent, afraid that speaking up might cost them their chair.

⚡ Who Authorized the Oklong Operation? Anger and Questions Echo Across Naga Homeland

📍Oklong is a village in Willong, Tadubi Tehsil Senapati, Manipur (795106) Located 23 km from Senapati.
📍Makuilongdi is a Village in Tadubi Tehsil in Senapati District of Manipur. It is located 4 KM towards west from District head quarters Senapati.

Residents and community members in Oklong and surrounding Naga areas have expressed anger and concern over an operation which they allege was carried out without any order from higher authorities and without proper coordination with local institutions yesterday, 14 July 2026.

According to local accounts, villagers allege that the operation was led by "Major Gill" of the Punjab Regiment and that it created fear, disruption, and tension among civilians in the area.

Many residents viewed the operation as an unnecessary intrusion into their homeland and questioned the circumstances under which it was conducted.

Community voices have called for transparency regarding the chain of command, accountability for the actions undertaken, and greater respect for local communities during security operations in Naga areas.

The incident has further intensified demands for security forces operating in the region to act with restraint, sensitivity, and respect for civilian concerns in an already fragile environment.
