How Tooro kingship is supposed to pass
The first rule is that if the king dies and leaves a known, accepted son that son is the heir. The clan does not hold an open election for a new family. They confirm the son, bury the late king, then install the boy after the mourning rites.
That is how Oyo himself became king in 1995. His father died, Oyo was the recognized son. He was three, so adults ran the kingdom for him, but nobody needed a vote to invent a new line. The line was already there.
What happens when there is no accepted son
If the king leaves no son the clan has seen and accepted, the throne does not sit empty forever and it does not automatically go to whoever a private will names. The Babiito, the royal clan, take charge. Their head (the Omusuuga) and a committee of elders identify another prince from the same royal house.
That decision is treated as binding inside the kingdom because, by custom, the clan owns the bloodline. They are the ones who say this man is one of us and may sit on the drum/Ngoma. After they name him, the other clans are informed and the installation rites follow burial.
So the vote you keep hearing about is not like a presidential election. It is the royal family settling who, among eligible princes, should take the vacant throne.
Why the alleged child has not been announced
Two different stories are running at once.
The prime minister and the queen mother said Oyo left a young son and that he would be introduced at the right time. Nincompoop Museveni repeated what the queen mother told him.
The royal clan head said the opposite: we were never shown this child. As far as the family knows, the king had no son.
In Tooro custom that gap matters. A hidden child does not become crown prince by press statement. Someone must bring him to the Babiito elders. They look at who the mother is, whether the late king acknowledged the boy, and whether the child can be presented for the rites. Until that happens, the clan can rightly say there is no heir we can install.
That is why the alleged boy has not been named in the succession announcement. Naming him would mean the clan has accepted him but they have not.
Why they picked an adult instead of waiting
Oyo was a child king for years. Many in the family do not want another long regency if the child’s status is still disputed. So the committee named an adult prince from the grandfather’s line Edward Kijanangoma so there is a king after the burial.
If the boy later appears and is verified, that would create a new fight. Right now custom is being applied as no accepted son equals clan chooses the next Mubiito
So, Komuntale’s presented Wills and Andrew Mwenda’s rumours don’t crown a king. A son only inherits if the royal clan accepts him. Oyo’s claimed son has never been presented to that clan, so they treated the direct line as empty and chose another prince. That clan choice is what the kingdom treats as binding.
