1- A normal public library provides internet to its community with 10mbps per person and it is more than ample for urban disadvantaged children to do homework and assignments. Even tertiary learners.
Learners are not influencers. They don’t need 100Mbps internet to upload videos.
2- Their computer labs have servers so the bandwidth can split and shared.
3- A starlink Kit is R12000 and costs about R1500 per month for an individual. That is astronomical for even a middle class suburban household. How much do you think they will charge the DOE?

Where can starlink be useful?

1-In hospitals: Robotic/ Tele surgeries.
2- For rural research stations.
3- For large scale rural commercial farmers. Etc.
