She's larger lady and loses control of the dogs easily so to round them up she'll store on in her shirt cleavage so she can grab at the other two. While yelling and trying to stomp on the leashes.
There's no point to this story I just think she's a character.

There's a lady at my local dog park that has 3 little chihuahuas that she has run around with their leashes dragging behind them and anytime I've seen her there she has announced loudly multiple times "I love dogs, but it's people I hate" seemingly unprovoked
