Elachi’s comments are about the state redirecting responsibility for a collapsing economy onto a small demographic of migrant workers working in the informal economy (which is itself evidence of failed development strategy) and the UN expanding in Kenya strengthens the extractive/luxury consumption orientation of the Kenyan economy which reinforces underdevelopment.

Both critiques are actually quite consistent.
