Foreign Agent Farhio Khalif received $300,000 from the City of Minneapolis, Minnesota, for her nonprofit citizen patrol organization.

Khalif is the Director of Somali Youth Link (SYL), which is paid to conduct patrols in Somali neighborhoods across Minneapolis.

She is the same foreign agent who is friends with Ilhan Omar and organized George Floyd protests in Minnesota while serving as President of the St. Paul NAACP.

Khalif also collaborates with Minnesota resident and al-Shabaab supporter Mahmoud Omar Isse.

Khalif and her followers refer to her as the Governor of the Galmudug State of North America.

Somali Youth Link is holding a public meeting on July 31, 2026, from 6–8 p.m.

ATTEND THIS MEETING, MINNESOTA.

It is open to the public.

Stop complaining if you will not take action to stop a foreign government from patrolling your streets.

Minnesota has two governors. One was elected. The other simply declared himself governor of the state — while representing a Somalian government.
Mohmoud Omar Isse, a Somali immigrant in Minnesota, publicly detailed his responsibilities as the “Governor of Minnesota” for Somalia’s SSC-Khaatumo government.

Isse admitted he represents SSC-Khaatumo’s interests across the United States and described the scale of SSC-Khaatumo's shadow government operating in the U.S., which he calls “the Committee.”

Isse did not registered as a foreign agent with the Department of Justice under FARA. So why does Isse and the Committee remain free?

Isse also posted videos on Facebook supporting Abdi Madobe, a general in the SSC-Khaatumo military who, according to the United Nations, is a senior Al-Shabaab commander.

This is not an exaggeration - A representative of a foreign government feels secure enough in America to publicly back a known Al-Shabaab commander while leading a shadow government on U.S. soil — in the open.
