A Rogue Draft Valuation Policy

The National Treasury has introduced a “Draft Valuation Policy” that proposes removing the mandate of valuing government assets from professional valuers and assigning it instead to engineers and accountants.

The underlying motivation appears to be financial: since the World Bank has required the Government of Kenya to undertake valuation of public assets - and is funding the exercise - Treasury officials are attempting to redirect this mandate to themselves and allied professions.

The drafters of the policy maybe looking at undervaluing public assets and disposing the same to politically connected individuals or firms. There has been a lot of uproar during privatization of public institutions like sugar companies and recently the proposed privatization of Kenya Pipeline Company.

With the passage of the policy the government will justify selling public assets at throwaway prices.
