This bill recognises sanitation workers as rights-holders not expendable labour and affirms their right to dignity, safety, and life.

I still remember my first day at university. A guy who seemed slightly older than the rest of us sat next to me. He was calm but instantly friendly. He even cracked a few jokes in Punjabi, and we clicked right away.

I noticed he had a visible scar on his right cheek that he tried to hide with his beard, and burn marks on his arm. He also carried a dark green satchel with his name written on it with a marker. So, just out of curiosity, I asked him about it. It turned out he was a former Army Captain who led his boys and fought against TTP in Tirah Valley during Op Rah-e-Shahadat.

He told me during his last operation how his convoy was ambushed and nearly hit by an RPG. Three jawans were martyred on the spot when their vehicle fell into a ravine. He was rescued in a critically injured condition, spent almost three months in the CMH, and went through multiple surgeries.

He was later offered a desk posting, but he loved the field. Because his injuries made front-line service impossible, he voluntarily resigned on medical grounds and decided to continue his studies. The first time I visited his home in the cantonment, I saw photos of his father, a Shaheed Lt. Col., who had given his life fighting the same Indian-sponsored terrorists. His elder brother still serves in the SSG.

There are thousands like him. Brave men who put their lives at risk every day and still choose to live quietly among us, with grace and humility. They deserve our deepest respect and salute because they're one of the reasons this country still stands strong.

حمیرا اصغر کے واقعے میں سب سے بھیانک اور گھٹیا کردار اس کے بھائی کا رہا ہے ، بے حسی تو عائشہ خان صاحبہ کی اولاد نے بھی دکھائی لیکن دو دن کے بعد ان کے بیٹے نے لاش وصول کر کے دفنا دی اور تینوں بچے میڈیا کا سامنا کرنے سے بچ گئے ۔ لیکن حمیرا اصغر کا بڑا بھائی ڈاکٹر نوید اصغر اس قدر سنگدل بے حس اور بے غیرت انسان نکلا کہ اس نے پولیس کے رابطہ کرنے پر کہا کہ آپ وہاں ہی تدفین کر دیں ہم لاش وصول نہیں کریں گے ، لیکن جب میڈیا پر شور اٹھا اور تھو تھو شروع ہوئی تو وہ بہن کی سوختہ لاش وصول کرنے آ ہی گیا ۔
اس کے ایک ایک لفظ سے لگ رہا تھا کہ وہ بہت مجبور ہو کر آیا ہے اس کی باتوں میں تضاد اور منافقت نظر آئی ایک طرف وہ میڈیا کا شکریہ ادا کر رہا تھا کہ آپ لوگوں کی وجہ سے ہمیں اس لاش کے بارے میں پتہ چلا (اس نے ایک بار بھی ,, بہن،، کا لفظ استعمال نہیں کیا) سوال یہ ہے کہ جب حوالگی کی بات ہوئی ، تو تم نے کیوں کہا ہمارا حمیرا سے کوئی تعلق نہیں ، نہ ہی ہم لاش وصول نہیں کریں گے؟
اب شکریہ کس بات کا ؟اور وہ لاش نہ لینے کا جو جواز گھڑ رہا تھا وہ ,, عذر گناہ بدتر از گناہ ،، کی تصویر تھا ۔ دوران پریس کانفرنس رمضان چھیپا اس سنگدل کی مکمل پشت پناہی کررہا تھا، کیونکہ یہ طے ہوا تھا کہ آپ چھیپا ہیڈ کوارٹر سے ایک بار میڈیا ٹاک کریں ۔۔ ہماری بھی مشہوری ہو جائے گی اور ہم آپ کو فیس سیونگ بھی فراہم کریں گے ۔ رمضان چھیپا ہمیشہ کی طرح اپنی دکان چمکانے کے ساتھ یہ فریضہ بھی سر انجام دیتا رہا ۔ جبکہ تین دن میں اس نے ایک بار بھی میڈیا پر نہیں کہا کہ حمیرا کے بھائی کا مجھ سے رابطہ ہے اور وہ آ رہا ہے ۔
اب یہاں کوئی بھاشن نہ دینے آئے کہ بہن نے یہ کیا یا وہ کیا ۔۔ یہ سب کچھ بہت سن لیا ، پہلے اپنے گریبان میں جھانکنا سیکھیں ، آپ کتنے دودھ کے دھلے ہیں ، بڑے سے بڑا جرم بھی مرنے کے بعد معاف کردیا جاتا ہے ، مگر وہ ,, پڑھیں لکھی ،، بےرحم فیملی اس سوختہ جسم کا کوئی جرم بھی معاف کرنے کو تیار نہ تھی ۔۔ یہاں تک کہ پورا کراچی اسے اپنی سرپرستی میں دفنانے کو تیار تھا ۔ لیکن وہاں انا ، اکڑ اور ضد ۔۔۔ بہن کی لاش سے زیادہ عزیز تھی ۔ ابھی والد کا بھی واضح نہیں کہ وہ کہاں ہیں یہ تمام معاملات بھائی دیکھ رہا تھا ۔
وہ آخر تک فیملی کا بھرم رکھتی رہی ۔۔۔ کل شام چھیپا سرد خانے کے سامنے سینکڑوں افراد موجود تھے پورا میڈیا تھا اور ,, بھائی صاحب ،، منہ پر ماسک چڑھا کر پریس کانفرنس کر رہے تھے ، فیملی کے تعلقات کشیدہ ہونے کے باوجود حمیرا اصغر نے اپنی کسی انٹرویو میں خاندان کا گلہ نہیں کیا ، وہ ہر بار اپنی فیملی کی تعریف کرتی رہی ، اگر وہ کشیدہ تعلقات کا پردہ رکھ سکتی تھی تو اس کی فیملی کیوں نہیں ؟ دفنانا ہی تو تھا ۔۔۔ نو ماہ وہ فلیٹ میں پڑی رہی اور تین دن سڑک پر موبائل سرد خانے میں ۔۔۔ صرف اپنے خاندان کے انتظار میں ۔۔۔
نہ صرف برائی پلٹ کر آتی ہے ۔۔۔ بلکہ مکافات عمل بھی نہایت بھیانک ہوتا ہے ، جو شخص بھی اس لڑکی کے مرنے کے بعد بھی اس کی کردار کشی میں شامل رہا ، جج بنا رہا ( بغیر ثبوت کے ) جس جس نے بے حسی دکھائی ( خاندان والے ) اور جس نے لاش کی بیحرمتی کی ( فوٹوگرافر+شئیررز ) ان میں سے کوئی بھی نہیں جانتا ۔۔ ان کا آخری وقت کیسا ہوگا ۔
حمیرا اصغر کی سوا نو ماہ بعد لاہور میں تدفین کردی گئی ہے ،اس کی مغفرت کی دعا کیجیے گا ۔
کہ اللہ تعالیٰ اس پر رحم فرمائے اور اس بدنصیب کی تمام منزلیں آسان کرے اور آخرت کا سکون اور آسانی نصیب کرے ۔
