@AndrewYang Andrew: in your view, what is “unconditional” mean? Do you mean, not associating it with unrelated conditions I.e. voting ID OR any condition. My view is there are always some conditions like a rebuilding plan, etc. that makes sense but agree unrelated conditions are nonsensical.
