The Unusual Reason Kenya's Raila Odinga Lost Race for AU Chief to Djibouti's Foreign Minister Mahmoud Ali Youssouf
I spoke to someone who was in Addis Ababa yesterday for the election of the African Union Commission Chairperson. In the end, Djibouti's Foreign Minister Mahmoud Ali Youssouf, who had been edged out by Kenya's former PM and veteran politician Raila Odinga (R) in the first rounds, took the prize.
The post-mortems have been coming thick and fast: Raila had a "Joe Biden problem", being 80, many doubted his ability to handle a 9-5 job; Kenya's right of centre foreign policy has alienated an Africa which is mainly drifting leftward (in fact, a key East African Community member reportedly threw Raila under the bus); the Francophone states are more united than their Anglophone counterparts, etc.
My source tells me all that might be true, but the defining factors lie deeper. The primary one, he says, is that Raila's loss was due to the very factors that his supporters projected as his strength: a strong pan-African profile, experience at the very top of government, and global connections. He is also more charismatic than the somewhat bureaucratic Youssouf.
"The roots of Raila's loss and Youssouf's victory are to be found in 2003, when Alpha Oumar Konaré (L) became AU Commission chairperson," he said.
"Konaré was a respected professor and had been president of Mali from 1992 to 2002. When he became AU chair, he had connections on par with, or even surpassing, some African presidents. He was too independent, and problematic for them," he explained. Indeed, Konaré used to hug, and schmooze with president's like South Africa's Thabo Mbeki and Nigeria's Olusegun Obasanjo, who had been his presidential peers.
"At that point, the decision seems to have been made that there wouldn't be another Konaré. The African heads of state want a bag man or woman at the AU Commission, and possibly even an incompetent one," he added, noting that "Raila's profile, which he rode on, was a problem. Youssouf's perceived 'weakness' became an advantage. Even the perception that Djibouti's President Ismail Omar Guelleh was not enthusiastic about his candidacy worked in his favour.
"They briefly lost the plot when South Africa's Nkosazana Dlamini-Zuma, a strong woman, was AU Commission chair, and they corrected that 'mistake' with the outgoing chief Moussa Faki. Many feared a Raila, even one who worked for only half a day, would be another Konaré."
Might not be wholly persuasive, but very intriguing.

1. His Excellency President @WilliamsRuto today visited former President Uhuru Kenyatta at his family home in Gatundu. During the visit, the two national leaders discussed several issues of national and regional importance.
2. President Ruto took the opportunity to reiterate his appreciation and commendation of His Excellency President Kenyatta’s statesmanship in overseeing the peaceful transfer of power after the
2022 elections, as well as the goodwill the former President has continued to demonstrate towards his fellow leaders and his support for Kenya’s ongoing progress and development.
3. Both leaders acknowledged the challenging global environment affecting many countries, including Kenya, caused by a complex interplay of factors: the disruptive effects of COVID-19, the war in
Ukraine - which destabilised supply chains and led to high commodity prices, particularly for fertiliser and wheat - volatile currency markets, and a harsh
macroeconomic climate. They noted progress in addressing these adverse impacts, especially in reducing inflation to its lowest level in the past decade, significantly lowering food prices, stabilising the Kenyan shilling, and reducing interest rates.
4. President Ruto thanked President Kenyatta for laying a strong foundation that has enabled the government to implement key programs under the
Bottom-Up Economic Transformation Agenda.
These programs include transforming agriculture to ensure food security, achieving universal health coverage, providing affordable housing, empowering MSMEs, developing transport and
communication infrastructure, last-mile
electrification, and re-evaluating and reforming the Competency-Based Curriculum and the education sector in general, among other initiatives. Both leaders agreed on the urgent need to accelerate these and other programmes to boost household incomes and create more opportunities for Kenyans.
5. They also underscored the importance of cultivating a nationalistic, patriotic, and
harmonious working relationship among all
Kenyans and stakeholders, including the three arms of government, religious leaders, civil society, and other partners, to ensure collective national stability and progress.
6. Additionally, the leaders appreciated the need to achieve broader and more inclusive political consensus in the governance of our country to accelerate the attainment of inclusive growth and
fulfill the national development agenda.
7. Their Excellencies also acknowledged Kenya’s leading role in promoting peace and security in the East African region through diplomatic and peace-
support initiatives, which are crucial to resolving conflicts, restoring peace, and fostering regional stability. President Ruto commended President Kenyatta for his patriotism and tireless contributions to peace-making efforts in the
region.
8. President Ruto and President Kenyatta further called for the prompt resolution of the court matters regarding the constitution of the IEBC selection panel, to facilitate the appointment of commissioners.
9. The two leaders called on Kenyans, friends of Kenya, and international partners to support the candidacy of Rt. Hon. Raila Odinga for the position of Chair of the African Union Commission.
10. They also committed to maintaining regular engagements on matters of national importance alongside other leaders and stakeholders.
11. Finally, President Ruto and President Kenyatta extended their warm wishes to all Kenyans, wishing them happy holidays as they enter the festive season.
