@salem4tweeter @DavidHundeyin Yes you are right, ‘and’ means + FCT. So Nigeria has 37 entities, which are 36 states and FCT inclusive. 2/3 of 37 entities i.e 36 states and FCT. The voters in FCT do not have special privileges, and their PVS are same status just like other states, hence 25% can’t be mandatory.
