I have followed the domestic gold purchase programme (DGPP) closely enough since its inception to make a few observations.
From a transparency standpoint, the programme was shrouded in a lot of secrecy. At one point, it wasn’t even clear which aggregators the Bank of Ghana was using, what volumes were being purchased, or at what unit prices.
The Gold-for-Oil component was even murkier. Civil society heard about certain intermediaries that had been introduced, but none were publicly disclosed. There was no proper reporting on the programme. Nothing concrete on how much was actual direct barter like the name suggested.
We always knew losses were being made through DGPP, but they were never disclosed. It took a change in government before the public got the first official numbers on the losses made in 2024. Then subsequent RTIs and disclosures showed losses prior to 2024.
As someone who has followed the programme closely, I can say that transparency has improved significantly. DGPP losses are now reported publicly in the Bank of Ghana’s financial statements and associated documents, including a breakdown of the losses. We can see the gold purchase prices being advertised, the aggregators and buyers in the chain, and the contracts with aggregators.
I welcome that transparency and will continue to push for more.
GoldBod should publish how much gold each of its aggregators purchases every month and the weighted average price at which they purchase it. We should be able to analyse any spread between GoldBod’s advertised prices and the prices at which aggregators actually buy.
The public should also know who the foreign buyers are and the unit prices at which the gold is being sold.
Information disclosure is how we determine whether the state is getting value for money, and to make sure inefficiencies that show up as losses on the state’s books are not ending up as profits on someone else’s.
GoldBod has made significant progress on transparency compared with what it inherited. There is still a lot more to be done!
