Aeta chieftain Petronila Muñoz said BCDA employees told them to leave by December and relocate to an area about 16 km from their current home, without providing a master plan showing which parts of their ancestral domains would be affected. The BCDA also offered them just P30 per square meter for their lands, an offer all declined.

Una umanong nagpakilalang mga magsasaka ang mga lalaki na gustong makipag-usap kay Ramos. Kalaunan, sinabi nila sa isang lokal na opisyal na bahagi sila ng militar at mula sa “General Headquarters.” Isa sa kanila ang nagpakilalang “Master Sergeant Banjo.”
