This idea is based solely on a misreading of this interaction.

CSM takes place in 1990s Japan, when you still needed to be 20 to vote (changed to 18 in 2016) and legally enter contracts (changed to 18 in 2022).

Aki was 18-19 when they met. Himeno was likely only ~3 years older.
