As we age, most of us prefer to live at home and receive medical care in our community rather than in a nursing facility.

But Medicaid laws make home and community-based care hard to access.

Social Security benefits lift more than 22 million people above the poverty line, including 1 million children. Still, large numbers of seniors have modest incomes — 1 in 3 have incomes below twice the poverty line.

#SocialSecurity is the largest source of income for most retirees. For 4 in 10 retirees, Social Security provides at least HALF of their income, and for 1 in 7 it provides at least 90%.

Our estimates indicate that a $1 increase in Medicaid HCBS spending equates to an increase of $0.74 in overall LTSS spending. Put differently, these results suggest that each additional Medicaid dollar spent on HCBS is offset by a $0.26 reduction in nursing home spending. 7/
