The inclusion of the Zelenskys, representing a non-NATO member state, is a significant development, to put it mildly.

At last year's summit in The Hague, President Trump vetoed Zelensky's participation in the main sessions. Ukraine's president was excluded from the family photo and the North Atlantic Council meetings, attending only a royal dinner after reporting indicated the decision was intended to avoid antagonizing Putin during active peace negotiations.

That restriction has now been reversed.

Zelensky appears in the family photo alongside all 32 NATO heads of state. He is participating in NATO-Ukraine Council sessions and has a bilateral meeting with Trump scheduled this week.

For a Kremlin that has spent four years attempting to reduce Zelensky's diplomatic standing by limiting his access to the forums where major security decisions are discussed, this represents a measurable change in political signaling.

Viewed alongside this year's G7 summit, where Macron described Trump's position on Ukraine as having fundamentally shifted, followed by a joint statement reaffirming Ukraine's territorial integrity and tightening sanctions on Russian oil revenues, the photograph is consistent with a broader pattern rather than an isolated protocol decision.

It is the clearest public indication this year that Washington is no longer managing Ukraine's diplomatic visibility to accommodate Moscow's preferences.

The Kremlin has long treated diplomatic staging as a measure of political alignment and negotiating leverage.

By that standard, this photograph conveys that Ukraine is again being positioned inside, rather than outside, the Western decision-making process.

Today, on the same day this photo was taken, Kremlin spokesman Dmitry Peskov told the Swiss magazine Die Weltwoche that Ukrainians should ask Zelensky himself "whether he is truly legitimate or not."

Moscow has been asking that question for over four years.

The photo just answered it.

In an official statement, Filimonov explained the gasoline shortage at gas stations as a sharp increase in demand with previous supply volumes and asked residents of Vologda not to stockpile fuel and not to succumb to panic.

So, he’s just trying to show his citizens exactly how it feels to live in putin’s Russia.
