Докладът разкрива най-усъвършенстваната и мащабна операция за информационна война от 2016 г. насам: кампания на стойност 600 млн. евро годишно, насочена към Украйна, ЕС и САЩ.

Между януари 2023 г. и април 2024 г. Центърът SDA произвежда:

- 139,293 единици съдържание
- 10,29 милиарда глобални точки на контакт с аудиторията
- 57 милиона автоматични и живи коментари
- 1,6 милиона телефонни обаждания, насочени към украински абонати

SDA функционира като хибрид между дигитална рекламна агенция и военно звено за психологически операции. Кампаниите й са разработени с марк��тингова изтънченост и шпионска прецизност.

SDA не действа самостоятелно, а координира действията си с други структури, като "Диалог" и "Структура", всички в рамките на пропагандната мрежа, управлявана от Сергей Кириенко, която струва 600 млн. евро годишно. Техническата поддръжка се възлага на фирми като Brand Analytics (мониторинг на социалните медии) и Fasttrack/Masterbot (инструменти за автоматизация).

Стратегията на SDA е изградена около 3 стълба:

- Фабрика за съдържание - масивна, индустриална система за производство на статии, мемета, видеоклипове и deepfakes, включително съдържание с добавена реалност.
- Мрежа за доставка - Координирана система, включваща армии от ботове, таргетирани реклами, “спящи групи” в социалните медии и клонирани уебсайтове.
- Психологическа война - с индекс за проследяване на емоционалните реакции с цел адаптиране и засилване на психологическото въздействие.

Основните цели включват:

- Подкрепа на крайно десни субекти като AfD (Германия) и Национален съюз (Франция)
- Накърняване на морала и ръководството на украинската армия
- Влияние върху избирателите на републиканците в САЩ и изборите през 2024 г.
- Оформяне на наративи преди изборите за Европейски парламент

Техники:

- локализирани и хиперлокализирани послания (напр. конкретни германски региони)
- Демографско сегментиране (напр. руска диаспора, малцинства)
- Специфични стратегии за платформите TikTok, Telegram, Facebook
- Активиране в реалния свят (протести, петиции, графити)
