The number of candidates who write the UPSC Civil Services Mains exam in their mother tongue and successfully clear it has sharply declined. In Karnataka, for instance, only one candidate manages this feat every three to four years, and I suspect the trend is similar for other regional languages. This suggests that over 95 percent of top performers come from an English-medium background, or they are individuals who, despite studying entirely in their native language, had to master English through exceptional effort to succeed in the exam.

Additionally, the UPSC provides question papers for both the Prelims and Mains only in English and Hindi. To ensure fairness, the commission should offer question papers in all scheduled languages for every stage of the exam. The current system effectively bars crores of students—especially those from rural areas who didn’t study in English—from pursuing careers as IAS, IPS, or other central services officers, simply due to their medium of education.
