Chennai’s Mega Parking Scam: If you’re paying for parking in Marina, Besant Nagar, or T Nagar — hold off. What’s playing out is a scam in plain sight. Young boys, mostly in their early 20s, are collecting parking fees in public spaces without any valid contract in place. They’ve been hired through the Tamil Nadu Ex-Servicemen Corporation (TEXCO), and not only are they operating illegally, but they’re also charging rates up to three times higher than the official fee — Rs 60 to Rs 90 for three hours in Marina and Bessy, against the sanctioned Rs 20 per hour.
This began after the Greater Chennai Corporation (GCC) terminated its previous contractor, Toorq Media Services, in January last year. In July, GCC’s revenue department handed a six-month work order to TEXCO to manage 11,650 parking slots in high-footfall areas like Marina, Besant Nagar, T Nagar, and Anna Nagar. TEXCO was to deploy over 450 staff and charge Rs 20 per hour for cars and Rs 5 for two-wheelers. But the contract ended in December and has not been renewed since. Still, TEXCO continues to operate — with just about 45 boys now collecting parking fees in these locations.
They have their own rate cards and frequently overcharge visitors. Several people have been billed upfront for three hours even if they parked for just one. Videos from Marina and Bessy show frustrated residents confronting these collectors, who have little accountability. In T Nagar, some vendors have struck deals with local businesses, reserving public parking slots on a monthly basis.
Though the collectors are equipped with QR codes and POS machines linked to GCC’s Indian Bank account, many prefer to take cash. Some claim it will be accounted for later, but TEXCO officials insist digital payments are mandatory. On weekends alone, the earnings are massive — roughly Rs 4.2 lakh per Saturday in Marina and Rs 6.3 lakh in Bessy, just from beachside bookings. Tourist vans, especially those ferrying foreigners, are charged Rs 200 each.
While TEXCO claims to pay each staffer Rs 12,000 a month, most of these boys earn only Rs 300–500 per day. TEXCO is meant to recruit only ex-servicemen or their family members, but that’s clearly not being followed. Worse, the revenue doesn’t reach GCC’s coffers. In six months, GCC received just Rs 1.75 crore — from which TEXCO deducts salaries and admin costs, sharing only 70% of the remaining profit. In reality, the daily collection stands far below GCC’s expected Rs 11 lakh a day. The previous contractor too failed to meet this target, earning only around Rs 1 lakh a day, which led to their termination.
With the system collapsing, GCC Commissioner has acknowledged that the revenue from this model is negligible. A new set of contractors — one for each region — is expected to be appointed soon. Until then, what continues in broad daylight is a fully-fledged scam, with zero transparency or accountability.
