For the military it is a "simple" cost-benefit analysis (including opportunity cost, both economically and operationally.) Civ projects are universally hindered by noise concerns, mil not so much.

I assume what's being sent is 700 block on, what is planned is 2000 block 2, and then block 3 is starting production soon if I'm not mistaken.
Block 1, btw, is just medium range. Very useful for Ukraine even so though.
