RTI Act 2005 ने दिलेले अधिकार नियमांच्या नावाखाली कमी करता येत नाहीत. अपील शुल्क, नागरिकत्व पुरावा, वकिलांवरील बंदी आणि अपील फेटाळण्याच्या तरतुदी या पारदर्शकतेला नव्हे तर गोपनीयतेला बळ देणाऱ्या आहेत.
