If I go visit another State, I’m WITHIN their jurisdiction, so I can’t be deprived of life, liberty, property, or due process.

However I’m not SUBJECT TO the jurisdiction. And because I’m not a citizen of that State, I can NOT vote in their elections if they happen to be taking place as I drive through the State, simply because I’m WITHIN the jurisdiction.

Citizenship has higher rights, privileges, & immunities that aren’t afforded to every person who is merely WITHIN a jurisdiction, it’s only for those SUBJECT TO that jurisdiction.
