Seven years ago, on this day, Articles 370 and 35(A) became history, marking a decisive new chapter in the journey of Jammu and Kashmir as well as Ladakh.

Since then, the lives of the people of J&K and Ladakh have witnessed wide-ranging transformation. Infrastructure has expanded, opportunities in areas such as education, healthcare, entrepreneurship and sports have grown. Be it the women or the marginalised communities, those who were denied their basic constitutional rights for decades have been empowered thanks to the full application of the Constitution of India.

5th August this year assumes even greater significance as this is the year our nation commemorates the 125th birth anniversary of Dr. Syama Prasad Mookerjee. मनीष जी जंतर मंतर पहुंचे हैं। क्या उनसे सिर्फ सवाल पूछना काफ़ी है? आपके वादे का क्या हुआ, मनीष जी? अरविंद केजरीवाल जी, देखिए, क्या सवाल पूछ रहे हैं छात्र? कब पूरा करेंगे आप देश और पंजाब के छात्रों से किया हुआ वादा?

ठीक 15 साल पहले…

सुबह का सूरज भी नहीं निकला था, लेकिन कानपुर और लखनऊ में एक इंजीनियरिंग परीक्षा का प्रश्नपत्र खुलेआम बिक रहा था — कीमत थी ₹6 लाख।

उस समय देश के शिक्षा मंत्री कपिल सिब्बल थे और सीबीएसई के चेयरमैन विनीत जोशी। AIEEE परीक्षा सीबीएसई ही कराती थी।

उधर देशभर में लाखों छात्र परीक्षा केंद्रों पर बैठ चुके थे। इधर उत्तर प्रदेश पुलिस ने पेपर लीक का खुलासा किया और इसकी जानकारी दिल्ली तक पहुंची। सवाल उठे, लेकिन किसी बड़े स्तर पर जवाबदेही तय नहीं हुई। नया प्रश्नपत्र भेजकर दोबारा परीक्षा करा दी गई और मामला ठंडा पड़ गया, जैसे कभी कुछ हुआ ही नहीं।

ऐसी घटनाओं ने समय के साथ पेपर लीक की समस्या को और गंभीर बना दिया।

आज तस्वीर अलग है। पेपर लीक के मामलों में गिरफ्तारियां होती हैं, सख्त कानूनों के तहत कार्रवाई होती है, जांच तेज होती है, अधिकारियों पर जवाबदेही तय होती है और सरकार पर लगातार दबाव बना रहता है। सोशल मीडिया ने भी हर मामले को राष्ट्रीय बहस का विषय बना दिया है।

बस यही सबसे बड़ा फर्क है।

2011 में बहुत कम लोगों ने पूछा था कि जिम्मेदारी कौन लेगा, जांच कहां तक पहुंची और किस पर कार्रवाई हुई। आज जनता सवाल भी पूछती है और जवाब भी मांगती है।

लोकतंत्र में यही जागरूकता व्यवस्था को बेहतर बनाने की सबसे बड़ी ताकत है। प्रधानमंत्री श्री नरेन्द्र मोदी की सरकार लगातार इस व्यवस्था को और सुदृढ़ करने के लिए प्रयासरत है।
