No, overseas/international students are not eligible for UK government student loans in England. Those are for "home" students only (meeting strict residency rules). International students pay full unregulated tuition fees themselves or via private funding.

They contribute roughly £10-12 billion yearly in tuition fees to UK universities (majority to English ones), cross-subsidising domestic students, research and operations.
