I don’t think you realize this… but Steam also has all of this. Steam multiplayer games run on Steam servers. They have a hub for mods for each individual game, a community portion where users can chat and share images, private chats, and more. Steam is way more complicated to moderate. And they have to moderate games added to their platform without having access to each one’s codebase.

and despite having 90k+ visits now, STILL has not reached 500 highly engaged users

If you own a Roblox game that has fewer than 100 active users in 60 days, anyone under the age of 16 will no longer be able to play.
Creators can regain this ability if the game gains 500 active players in another 60 days.
