There is some false info. Iraq had carried out far more raids and attacks than Iran before officially invading in September 1980 than Iran had. Saddam's own intel reports conclude in 1980 that Iran was in no shape for conducting any "offensive" plans into Iraq.

Saddam's justification for war is no different than Israel's false pretexts for its 1967 war against Egypt and Syria. This was no "pre-emptive strike" as there were no Iranian plans for war, nor were they in any shape for war. Iran was economically and militarily disadvantaged, as well as diplomatically isolated after the revolution, as well as much of the war.

This is visible in Iran's order of battle in 1980 (outnumbered by Iraq in personnel and serviceable equipment) and disparity in arms purchases compared to Iraq through the war (Iran ~$24b USD; Iraq ~$80b USD, 1980. refer to Pierre Razoux's Iran-Iraq War Appendix F).

Iraq had expansionist aims in Iran, declassified archives from the Saddam era prove that. Iraq coveted Iran's Southwest. Saddam in his recordings prior to official start of war wanted to advance as far as Qasr-e Shirin to seize it. Rhetorically, in Ba'ath ideological propaganda and trinkets, such as in their logos or maps, swathes of Iranian land are claimed. Revolutionary Iran had no such nationalist/expansionist ideological claims on Iraqi territory.

There was no smoking gun incident Iraq could point to and say "this XYZ definitively caused the war", as Iraq had participated in escalatory moves, such as sponsoring ethnic separatists among the Kurdish, Azeri, Baluch, Arab communities of Iran; or various cross-border attacks/air-raids. This was no one-sided affair, Iraq shared responsibility for escalations in tensions, in addition to being the direct initiator of full-scale war in 1980.
