Actually, imported medicines and foods were the ones you could find cause the government destroyed the national industry.

The sanctions that could damage the economy were imposed on 2018 and 2019. But the worst economic time in Venezuela was 2016 and 2017.
This sanctions did not worsen the economy tho as it did not affect imports from any country.
Chavez is remembered as presiding over good economic times much like Putin was because he happened to com into power just as oil prices exploded. He and his regime promptly looted the entire economy, tossed a few scraps to the masses, and grinded Venezuelans into dust
