What does it mean for the Internet to be whole?
Thoughts on reflections on the above + more on Substack. Adapted from my 2025 keynote at SplinterCon Paris.

What is the Splinternet? And more specifically, what does it mean for the Internet to fracture or fragment?
The term “Splinternet” suggests that there was a “whole” Internet to begin with - a singular entity capable of being fractured. *An* Internet to splinter.
If we assume this to be true, that there is a state that does or has or could exist where the Internet is a single, unified entity, the next question becomes what was or is this unbroken version of the Internet? When did it exist or has it ever existed?
From examining how longstanding communications principles translate to today’s internet infrastructure to outlining the forces reshaping the broadband marketplace, we've covered a lot of ground at this morning's convening. 📡

Looking forward to this discussion in DC next week. Thirty years after the Telecom Act of 1996 - what needs to change about the core principles of communications policy?
Written in the era of dial-up modems and must-see cable TV, the Telecom Act of 1996 set core principles for communications policy.
Thirty years later, which still hold, which need rethinking, and what comes next? 🤔
