The United States welcomes the continued commitment of the governments of the Democratic Republic of the Congo and Rwanda to the peaceful resolution of longstanding tensions and disputes. We urge all parties to maintain momentum and fully implement the Washington Accords, including Rwanda’s commitment to fully withdraw its forces from eastern DRC without further delay and the DRC’s commitment to effectively neutralize the FDLR.
We also acknowledge and appreciate the important contributions of the State of Qatar, the African Union, and other international and regional partners in supporting the implementation process and advancing dialogue between the parties.

The United States is announcing sanctions that target the networks smuggling conflict minerals out of the DRC to support the Rwanda-backed M23 armed group. M23 and its backers exploit the DRC’s vast mineral resources — wealth that rightfully belongs to the Congolese people — to fund weapons, pay fighters, and sustain a destabilizing insurgency that has triggered a severe humanitarian crisis. Today’s action directly supports implementation of the Washington Accords for Peace and Prosperity, the historic agreement President Trump brokered between the DRC and Rwanda.

I reiterated at the UN Security Council our call for the lifting of defensive measures and the immediate withdrawal of Rwandan troops from the territory of the DRC, as well as full respect for DRC’s sovereignty, territorial integrity, and political independence. I also underscored the need for the DRC government to neutralize the FDLR in areas under its control, as these steps are essential to addressing the security concerns that have fueled mistrust and instability in the region.
It was an honor to chair today’s UN Security Council session on the situation in eastern DRC. I underscored the stakes for millions who have been denied peace, stability, and economic opportunity for far too long.
Under President Trump’s leadership, the Washington Accords mark a pivotal step forward—reflecting a good-faith commitment by the DRC and Rwanda to move beyond confrontation and toward dialogue, cooperation, and lasting stability.
The United States will remain a steadfast partner in implementing this vision and supporting a durable transformation for the DRC and the broader Great Lakes region.
