Save for the relatively recent trend of rich people claiming wetlands too, the settlement pattern around the hills and valleys of Kampala has been informed by class. The rich mostly settle on hills while the valleys (wetlands) are inhabited by the poor. Of course, the poor will look for free or cheap land/accommodation - often wetlands.

Sometimes the poor will settle in wetlands after being pushed out of everywhere else. Gross inequalities often go together with environmental destruction. Besides, a person concerned about survival cannot appreciate lectures on environmental protection. It’s only natural - self preservation first. Therefore, while @nemaug selectively evicts the poor, we should ask ourselves bigger questions about why the poor end up in wetlands.

And, of course, the poor will not be able to meet the requirements for clearance to build in wetlands. These too are afforded by the rich, also on account of their other privileges in connections. Hence the phenomenon of the poor being evicted while the rich in wetlands are defended and protected by NEMA.
