Here's class 2 and class 1 under my proposal. You'll notice class 2 is made up of 12 class 4, 16 class 3, 23 class 2, and 13 class 1 teams.
Class 1 is made up of 6 class 4 teams, 17 class 3 teams, 21 class 2 teams, and 22 class 1 teams.

@thespursweb I’d like to see us act like the ball is valuable. Careless passes, not running into space, blind 1/2’s, and maybe worst of all.. the dribbling INTO defenders rather than releasing the ball.
It seems like the players don’t know WHAT the plan is.
