ANY receiver of government fund MUST be required to allow the money giver to audit the use of the funds as a requirement to receive the funds!
This MUST apply to all government funds handed out (Fderal, State, County, City, ...).
If you don't want to be audited, DON'T ACCEPT THE MONEY!
As taxpayers, who are supplying this money, it is appropriate to let us see where our money is going and assure it is being used as intended!

@AngryPartriot, maybe you should look into what a data center really is. How many have you ever been in? Where were they located? I've been in multiple; downtown Los Angeles in a high-rise, Burbank near the Burbank airport, Irvine in a typical industrtial area.
None of them 'make noise' or create polution. All of them have dozens of people in permanent staff positions. In no case are they affecting the community, and none of them create traffic. In fact, most of them have far fewer people working in them then an equivalently sized warehouse!
The true issues are the water for cooling and the electricty usage. These two issues must be dealt with in a way that does NOT have a negative effect on the utility costs for the surrounding community!
