The obvious question is: why?
If the stated objective is fighting cybercrime, then tell Kenyans plainly: Who will access these records? Under what circumstances? For what specific purposes? Who will audit their use? What happens to the data after three years?
Kenyans are entitled to security, but they are equally entitled to privacy and protection of their personal data.
You cannot simply collect people's personal information first and explain later.
Government must account for every piece of personal data it demands from citizens: what it is collecting, why it needs it, who gets to see it, how it will be protected, and when it will be destroyed.
Fighting cybercrime must not become a convenient excuse for creating a surveillance database of ordinary Kenyans.
Security is not a blank cheque for surveillance.
