ورشة عمل مغلقة بعنوان: "الدبلوماسية الجماعية في الشرق الأوسط في ظل الحروب: القوى الوسطى، والوساطة، ومستقبل الأمن الإقليمي"، وذلك في منتدى برونو كرايسكي في فيينا -النمسا، خلال الفترة 12-13 مايو 2026م. وتأتي هذه الورشة كجزء من مبادرة مشروع أوسع نطاقًا.

وجمعت الورشة نخبة من صناع السياسات والخبراء من الشرق الأوسط وأوروبا، لبحث ما إذا كانت البيئة الإقليمية لما بعد عام 2023 تمثل تحولًا حقيقيًا بعيدًا عن الأنماط التقليدية لحالة الانقسام الدبلوماسي العربي. كما تناولت النقاشات الدروس المستفادة لتطوير بناء آليات جماعية مستقبلية في مجالات الأمن الإقليمي، والوساطة، وتسوية النزاعات، في ظل ما تشهده منطقة الشرق الأوسط من تحديات إقليمية متصاعدة.

وشهدت الورشة مشاركة عدد من الشخصيات البارزة، من بينهم:

كما جمعت الورشة نخبة من كبار الدبلوماسيين من دول الخليج ومنطقة الشرق الأوسط، إلى جانب كبار المسؤولين من الوزارة الاتحادية للشؤون الأوروبية والدولية في جمهورية النمسا، فضلًا عن رؤساء وممثلي عدد من مراكز الفكر الأوروبية.

The Gulf Research Center (GRC), in partnership with the Bruno Kreisky Forum for International Dialogue https://t.co/Vq02RQTwId and the Carnegie Endowment for International Peace’s Middle East Program @CarnegieMEP, co-organized a closed workshop titled “Collective Diplomacy in the Middle East Amid Wars: Middle Powers, Mediation, and Regional Security Futures”, which took place at the Bruno Kreisky Forum in Vienna, Austria, from May 12-13, 2026. This workshop forms part of a broader project initiative.

The workshop brought together policymakers and experts from the Middle East and Europe to examine whether the post-2023 regional environment represents a meaningful shift away from longstanding patterns of Arab diplomatic fragmentation. Discussions also explored the lessons that can be drawn for future collective approaches to regional security, mediation, and conflict resolution amid the Middle East’s increasingly complex and conflict-affected landscape.

Notably, participants who took part in the workshop included:
* HE Ambassador Nabil Fahmy, Designated Nominee for Secretary General of the Arab League
* HE Luigi Di Maio, European Union Special Representative for the Gulf Region, European External Action Service (EEAS)
* Dr. Abdel Aziz Aluwaisheg, Assistant Secretary General for Political Affairs and Negotiations, Gulf Cooperation Council (GCC)
* Dr. Manal Radwan, Minister Plenipotentiary, Cabinet of the Minister of Foreign Affairs, Kingdom of Saudi Arabia

The workshop also brought together senior diplomats from across the Gulf and the wider Middle East, alongside senior representatives from the Austrian Federal Ministry for European and International Affairs, as well as heads and representative of European think tanks.

The Gulf Research Center (GRC), in cooperation with the International Crisis Group @CrisisGroup, co-hosted and co-organized a closed roundtable luncheon on the sidelines of the 62nd Munich Security Conference #MSC2026 @MunSecConf on February 13, 2026, at the Hotel Bayerischer Hof in Munich.

Titled “Pathways to Peace: The Gulf Countries’ Growing Role in Conflict Resolution,” the roundtable convened a distinguished group of senior policymakers and regional leaders, including:

Participants reflected on the incentives, motivations, and structural limitations shaping Gulf mediation efforts, while also highlighting the distinctive features of Gulf diplomatic practice at a time when the region’s role within the international system is undergoing significant transformation.

📄 Chapter 4: Navigating Multipolarity: The GCC, Multilateral Institutions, and Global Order in 2026

As 2026 approaches, the global order is undergoing a structural transition. Rules-based multilateralism is increasingly contested by power politics, spheres of influence, and transactional competition, raising risks of fragmentation and instability. 

For #GCC states, this moment is less about reshaping the global system and more about managing exposure to its erosion. Gulf diplomacy prioritizes de-escalation, strategic hedging, and flexibility amid growing uncertainty. Rather than rejecting multilateralism, GCC states seek to preserve and adapt to it. By engaging across institutions, regions, and partners, the Arab Gulf states  promote inclusive, reform-oriented multilateralism over coercion and rigid blocs.

Through mediation, convening power, and pragmatic diplomacy, the GCC offers a functional model for navigating multipolarity, focused not on dominance, but on stability, risk management, and keeping dialogue alive in a fragmented world.

At @arabnews 50th anniversary, HRH Prince Turki AlFaisal delivered a powerful message on rising regional threats, including the recent attack on Qatar, and emphasized that justice for Palestine is vital for lasting peace:

He urged the Gulf to rethink its security strategy to address these growing challenges.
