@AmyBuchananan@COVID19Tracking Curious - why are you comparing these two? IL peaked at 12K (7day-avg) cases a day in mid-Nov. FL peaked at 15K in mid-Jan. IL is further along in coming down from a peak.
Per-capita, FL is doing better than IL with deaths and cases.

I don't think the % is really 8 times the threshold. It is high and concerning (around 15%), but not 40%. This thread explains why.
It is getting tiresome watching media, government, and other Twitter folks present erroneous numbers for certain states’ #Covid19 positive testing percentage.
Many of the Johns Hopkins percentages are flat wrong, and it's the denominator problem (again).

@uzubell319@COVID19Tracking It might vary by state. Univ of Illinois is testing at least 15K a day. You have to get tested twice a week to remain on campus. It does not look like IL's numbers testing #'s have jumped, so probably not included.
I'm not sure why I didn't know this before, but I recently realized adding "novalidate" to a FORM makes testing your form validations so much easier. It turns off the browsers validation and you can test your code.
