Jesus has say “Sin No More”, “Be perfect, because God is Perfect” yet why does believer use Roman 7 as an excuse because of Sin Nature.

If yes, then we are saying that God cannot prevent the person from Sinning ?
If No, then we are saying that God will not allow his elect to Sin. Which is correct ?
