America has made permanent the 2025 visa bond pilot programme, which allows U.S. consular officers to require certain applicants from Zimbabwe and 29 other African countries to lodge a refundable bond of up to US$20,000 before they can be issued a tourist or business visa to travel to the United States.

The bond is not automatic and will be imposed at the discretion of the consular officer. If required, the money is refundable once the visa holder leaves the United States in compliance with the terms of their visa.

Those who overstay or violate their visa conditions risk forfeiting the bond. The United States says the policy targets countries with high rates of visa overstays and other immigration violations.

The African countries covered by the policy are Zimbabwe, Nigeria, Algeria, Angola, Benin, Botswana, Burundi, Cabo Verde, Central African Republic, Côte d’Ivoire, Djibouti, Ethiopia, Gabon, The Gambia, Guinea, Guinea-Bissau, Lesotho, Malawi, Mauritania, Mauritius, Mozambique, Namibia, São Tomé and Príncipe, Senegal, Seychelles, Tanzania, Togo, Tunisia, Uganda and Zambia.
