@ArtemisConsort Credit cards (along with the lottery) are one of society's few pretty clear stupid-taxes. I manage to recoup a few hundred dollars a year in taxes (via CC rewards) thanks to the transfer from CC borrowers to CC pay-in-fullers
@ArtemisConsort Moronic, not because credit card companies don't indebt low-time preference (read: stupid) people, but because the third order effect is forcing CCs to lend to poor credits, which isn't really helpful for anyone, especially if it involve some gov subsidy (read: more taxes).

You should also be aware that loans usury laws are based on where the loan was originated (where the bank is, not the branch) and NOT where the borrower is located (i.e. states can export their interest rate caps).
