Why Poppy Cultivation was remains unchecked across the Hills of Manipur, and done right under the nose of the authorities, State and Central Security Forces.

1. The financiers belong to all communities though the farmers are mostly from the Chin Kuki community, though others also do it on a smaller scale.

2. The farmers are also victims as they only earn their daily wage and in other occupations there is none to pay the wage. MNREGA if implemented in full could have provided some alternative.

3. An alternative source of income is key and the strategy to combat is also wrong as law enforcing agencies are also part of the problem.

4. One strategy can be to announce that any village where poppy cultivation is found will have its village recognition suspended or cancelled. This will have a serious impact, especially on Kuki villages that have increased by leaps and bounds.

5. In addition efforts to spray glyphosate on poppy plants during the cabbage stage using drones must be put in place. Big agricultural drones can be used. Govt was never serious in controlling this menace as many of those in power are complicit.

6. Since the current system serves a food chain - Politicians, Businessmen/Drug Lords, Authorities, Community leaders, Village Chiefs, Militants et al; a decision at the top level and political will is required to dismantle this well oiled machinery.
