Why would this be unfair to Canadians? All temporary residents pay the same tax rates as Canadians to the government. Infact temporary residents also get charged Canada Pension Plan deductions even though they may never live here permanently or retire here.

It's unfair to Canadians. Eligibility should be limited to permanent residents and citizens. I think they extended eligibility to temporary residents because of citizenship by birth which makes the children citizens. This will be a whole policy review
