Astăzi va trece prin parlamentul României o lege cu adevărat reformatoare pentru investiții și pensii.

Este legea care înființează „Conturile de Economii și Investiții” - CEI.

Conturile acestea funcționează fix precum conturi de investiții clasice de la orice broker sau bancă. Diferența este că în interiorul lor câștigurile nu vor fi taxate deloc. Zero taxe pe câștiguri și randament.

Taxarea are loc doar la început sau la sfârșitul perioadei de investiții.

În lege propunem două tipuri de conturi: CEI-S și CEI-D. În CEI-S taxarea are loc la început. În CEI-D taxarea are loc la final. „S”-ul vine de la „scutire”, iar „D”-ul vine de la „deductibilitate”. Oricum ar fi banii se vor taxa o singură dată.

Din salariul net (deja taxat) sau din economisirile actuale (tot bani deja taxați) veți investi într-un cont CEI-S. Banii fiind deja taxați, cresc fără taxe și pot fi retrași fără taxe.

Din salariul brut (netaxat) investiți într-un cont CEI-D. Banii netaxați fiind prin definiție mai mulți, cresc fără taxe, dar vor fi taxați la momentul retragerii.

Practic este un sistem care ne permite să avem o pensie autentic contributivă și total independentă de politicieni sau de demografia populației.

Iar ca bonus, sistemul acesta va da României piețe de capital puternice, nu doar români mai prosperi.

Iar asta este accesibil oricui. Pentru prețul unei cafele pe zi, putem avea peste 100.000 de euro economisiți la pensie, iar asta în valoare actuală a banilor.

Pentru cine vrea să verifice calculul: randament 7% (pe ultimul secol randamentul ajustat pentru inflație al S&P500, unul dintre cei mai reprezentativi indici pentru SUA, este 7%), perioadă de investiții 35 de ani (stagiu standard de cotizare) și prețul unei cafele 10 lei.

Poate să scadă bursa? Da, clar. Dar pe termen lung, va crește la loc. La ultima criză S&P500 a căzut cu 60%. Cu toate astea, dacă cineva ar fi investit la maximul bursier de atunci, tot ar fi avut azi de 5 ori valoarea investită. Un randament foarte bun.

Legea este scrisă de Gabriela Horga, Cristina Prună, Sebastian Burduja și de mine, și este autentic transpartidică. A primit semnături și susținere de la toate partidele parlamentare, PSD, AUR, PNL, UDMR și, bineînțeles, USR. Le mulțumesc tuturor pe această cale.

Inspirația noastră a fost faimosul cont de investiții din SUA denumit 401(k) și, mai aproape de casă, contul suedez ISK.

Motivul pentru care o să o vedeți sub numele de CIIP sau CIIV în alte locuri este pentru că acelea erau numele inițiale ale contului. Inițial când am scris legea ne-am gândit la numele CIIP (Cont Individual de Investiții pentru Pensii), după discuții cu ASF am ajuns la concluzia că e mai bine să nu fie numele „pensii” în titlu. Așa că l-am schimbat în „Viitor”. De aceea veți vedea unii oameni că scriu despre „CIIV”. Iar în final ne-am aliniat denumirii europene a contului care este CEI.

Este prima reformă cu adevărat liberală făcută în România de multă vreme. Am amânat demisia mea din parlament special pentru a putea trece această lege. Este ultima lege pe care o voi mai trece în parlamentul României înainte de pleca cu gândul că am dus la bun sfârșit și acest ultim proiect.

Piețe de capital puternice în România sunt un avantaj și pentru Moldova și pentru întreaga regiune. O țară bogată este o țară cu oameni bogați. Iar oamenii bogați apar atunci când acumularea de capital este permisă și chiar încurajată. Asta fac conturile CEI.
