I think this would cover all the needs. Load a sequence of txs into state then execute the sequence atomically up to the block compute limit by lifting that sequence into the transaction processor. Key part is that the txs are lifted instead of interpreted. This would allow virtualization of the VM inside the VM. Fraud proofs could then just point to an invalid tx instead of the RiscV emulation nonsense.
