Panel believes the data in a few years will be the potential inflection point. If they could have tested but didn't, what are their persistence & graduation rates? 1st 2 groups won't tell us. Colleges likely won't change policy unless grad rates erode.

Will require laptop or tablet (school or personal). Will be shorter (100 q over 2 hrs). Faster receipt of scores. All math allowed calculators. 1 q per reading passage.
