If you think this is somehow "disrespectful to Sam," maybe you should have supported Sam when it mattered. But you didn't.
If you think it's pathetic to shove aside all the new characters Marvel has introduced in the last 5-6 years, maybe you should have watched their shows or seen their movies (in a theater, where it counts). But you didn't.
Brave New World flopped. Thunderbolts failed to break even. Fantastic Four under-performed. The Marvels was the biggest bomb in the history of the studio. Steve's movies made money. It's that simple. It's not about racism or people hating female characters. Those characters just failed. Marvel isn't relying on them to carry Doomsday because the audience showed them that they can't.
It's not that Marvel "didn't give you a chance to grow with the new characters." They gave you a chance, you just didn't show up. Do you think Marvel would be emptying their wallets to get Chris Evans back if Brave New World/Thunderbolts/Fantastic Four/etc had made a billion dollars? Come on.
This is happening because Marvel doesn't have confidence in these new characters, and frankly, why should they? The results, or lack thereof, speak for themselves. Money always talks eventually and Marvel has started listening.
Marvel is finally realizing that what they've been doing since Endgame hasn't worked. And since they really NEED Doomsday to work, they're looking for a sure thing. Steve Rogers headlined some of the best and most successful movies in the history of the studio; were they supposed to NOT bring him back when the new characters you're whining about haven't put butts in seats?
