2024年9月の杉並区議会第3回定例会、私にとっては9回目の定例議会。保健福祉委員会では、これまで約2年をかけて取り組んできた、子どもの居場所づくりに関する基本方針の素案を報告することになっていた。同時に、1年間議論を重ねた審議会からの答申に基づいて作成した「（仮称）杉並区子どもの権利に関する条例」の骨子案も提示した。

「みんなのことは、みんなで決める。児童館守って、ゆうゆう館（高齢者施設）守ろう。商店街守って、街並み守ろう。みんなでつくろう、明日の杉並。選挙は続くよどこまでも」

2年前の2022年6月19日の杉並区長選挙。すべてを終えて翌日の開票を待つのみの夜、私は一人で「もし勝ったら、万歳三唱はやりたくないな」と漠然と思い、念のためつくっておこうと、そんなコールを考えていた。そして開票日の正午過ぎ、大接戦の結果、私は狭い選挙事務所のなかでみんなと一緒に、たくさんの笑顔と涙交じりでこのコールを唱えていた。

それから2年。児童館を守り育てる道筋が見えてきた。
