Health Minister Dr. Chris Baryomunsi has rejected the strict accountability tactics used by Local Government Minister Balaam Barugahara and Junior Minister Justine Nameere. Relying on his previous medical experience at Mulago Hospital, Baryomunsi noted that surprise government inspections often turn into staged exhibitions. He recalled how health workers used to coach patients on their behavior whenever they expected President Museveni to visit.
During his recent inspection of Mbarara Regional Referral Hospital, many expected Baryomunsi to order arrests after he uncovered several shortcomings. Instead, he chose a "supportive supervision" approach. Baryomunsi emphasized that improving public service delivery requires leaders to identify weaknesses and help institutions resolve them, rather than simply arresting staff.

On the tragic day of the King David Junior School fatal accident, Hon. Minister Balaam immediately directed all ambulances in the region to report to the scene without delay. He also instructed all doctors and medical personnel to report for duty as quickly as possible to ensure the injured children received urgent medical attention.
According to local accounts, his swift response played a significant role in saving lives, and without it, the death toll could have been much higher.
