Europe likes to “discuss and approve” everything, even if the plans were previously known - especially if the permit for the plant was closed. Which it is or Tesla wouldn’t be producing cars. It a formality, but requires a new permit fee. All those discussions and approvals need to be financed somehow 😉

@elonmusk@DriveTeslaca That’s typical in Europe. You need the permits first. They get cranky when you start building something even though your project parameters are within code.
@CohenSite Looks to me like the plan was to ensure sunlight/daylight to all the units, as well as ensure that low winter sun didn’t create shadows over the solar panels on the rooftops.
