Agriculture - to Interior
Energy - to Interior
Transportation - to Interior
Education - to Health & Human Services
Labor - to Commerce - to Interior
VA - to Heath & Human Services
Defense - to Homeland Security
Justice - to Homeland Security

Part of Treasury - Set flat federal tax (never to be more than 15%) to begin following year to remove all loopholes. No more forms to submit to IRS. Any discrepancies found in previous five years will be processed under old method until 5th year under flat tax, then no more audits, abolish IRS.

Leaves the following Departments:

Health & Human Services - Cabinet, directors for departments
Education, Housing & Urban Development, VA

Homeland Security - Cabinet, directors for Defense & Justice, combine FBI, CIA, NSA under Justice. after cleaning out all employees with political bias.

Interior - Cabinet, directors for Agriculture, Commerce/Labor, Energy, Transportation.

State - Cabinet, directors for National Intelligence which is shared with Homeland Security.

Clean out employees with political bias in all departments.

All employees must be apolitical to hold positions under any departments.

All departments will reduce staff by 50%, cross training to be completed between divisions held by directors.
