This is Wang Yi — the current Foreign Minister of the People’s Republic of China — telling the world that what China built on Panganiban/Mischief Reef was a shelter for fishermen, almost three decades ago.

It is worth remembering how far back that line goes.

In 1995, when the Philippines first discovered illegal Chinese structures on Panganiban/Mischief Reef, Beijing gave us this explanation: shelters for fishermen caught in bad weather. Nothing more.

Look at Mischief Reef today.

A nearly three-kilometer military-grade runway. Hardened hangars sized for fighter aircraft. Radar and sensor domes. Missile shelters. A deep harbor that berths People’s Liberation Army Navy and China Coast Guard vessels. An entire military base — built on a low-tide elevation that lies within the exclusive economic zone and continental shelf of the Philippines, and which the 2016 Arbitral Award confirmed generates no maritime entitlement for China at all.

So the question is simple. If he could say this on camera as a younger man — convincingly, without flinching — how are we supposed to believe him now, after a whole career of saying it for the Chinese Communist Party?

And now the Chinese Embassy in Manila tells us that the Philippines is the one spreading lies.

We do not need to argue about who is telling the truth. We only need to compare what they said with what they built.
